Understanding India’s National Clean Air Programme (NCAP)

Most government programmes fade into acronym soup announced with fanfare, then rarely revisited once the headlines move on. The National Clean Air Programme is different, mostly because its own target is so specific and so checkable: cut particulate pollution by a defined percentage, in a defined set of cities, by a defined year. That specificity is what makes NCAP worth actually auditing rather than just explaining you can hold it up against its own numbers and ask, plainly, whether it’s working.

This piece does exactly that: what NCAP is, how it’s structured, and where it stands as of its 2026 target year, using its own published data.

What is NCAP, in one paragraph

Launched by the Ministry of Environment, Forest and Climate Change in January 2019, the National Clean Air Programme is India’s first national-level, time-bound framework for tackling air pollution across multiple cities simultaneously, rather than through the patchwork of city-specific and largely reactive measures that preceded it. It set out to reduce particulate matter (PM10 and PM2.5) concentrations in a defined list of India’s most polluted cities, backed by dedicated central funding, city-level “clean air action plans,” and a national monitoring and reporting framework.

A brief timeline

  • 2019: NCAP launched with an initial goal of a 20–30% reduction in PM10 concentrations by 2024, using 2017 as the base year.
  • 2019–2020: 122 cities were initially identified as “non-attainment cities” cities that had failed to meet India’s National Ambient Air Quality Standards (NAAQS) for five consecutive years. This list later expanded to 130 cities across 24 states and union territories.
  • 2020–2022: City-specific Clean Air Action Plans developed, and funding began flowing through two channels a 15th Finance Commission grant for cities with populations over 1 million, and direct NCAP funding for the remainder.
  • 2022: The government revised the target upward from a 20–30% PM10 cut to a more ambitious 40% reduction (or achieving the NAAQS standard of 60 µg/m³, whichever is met first) by 2025–26 (Business Standard).
  • 2025–2026: The programme’s revised target year arrives, prompting independent progress audits including a detailed 2026 assessment from the Centre for Research on Energy and Clean Air (CREA), which forms much of the scorecard below (CREA, “Tracing the Hazy Air 2026”).

How NCAP is actually structured

Three components make NCAP function day to day:

1. Non-attainment cities. These are the 130 cities that form NCAP’s entire scope every rupee of NCAP-specific funding and every city action plan is tied to this list. A city’s inclusion is a signal, in itself, that its air quality has been a persistent, multi-year problem rather than a one-off bad season.

2. City-specific Clean Air Action Plans. Each non-attainment city is required to develop its own plan identifying local pollution sources — a recognition that Kanpur’s pollution mix (heavy industry, tanneries) looks very different from Patna’s (biomass, vehicles) or Delhi’s (a mix of nearly everything, discussed in our piece on most polluted cities in India).

3. Funding and monitoring. Central funding flows to city and state authorities to implement these plans, alongside requirements to expand continuous and manual air-quality monitoring infrastructure because you cannot manage what you don’t measure.

That funding split is arguably the single most revealing number in this entire audit. Road dust control genuinely important, and connected to the same resuspension mechanics covered in our piece on construction dust and city pollution has absorbed more than two-thirds of all NCAP spending, while industrial emissions, which we’ve shown can account for anywhere from roughly 2% to nearly 29% of PM2.5 depending on the city and study (see our explainer on how industrial emissions add to city smog), have received less than one rupee in every hundred spent. Whatever the reasons political feasibility, implementation simplicity, existing municipal infrastructure for road-sweeping and water-sprinkling this spending pattern doesn’t obviously track the actual source-contribution data.

Read plainly: fewer than half of monitored cities hit even the original, less ambitious target, and less than a quarter reached the revised 40% goal — meaning the programme’s headline target for its own deadline year has, by its own tracked metrics, largely not been met nationally, even though a meaningful number of individual cities have shown real, measurable improvement.

Worst performers, by the numbers

As of the most recent reporting, some of the highest PM10 concentrations recorded in NCAP-monitored cities include:

  • Delhi: 197 µg/m³
  • Ghaziabad: 190 µg/m³
  • Greater Noida: 188 µg/m³

All of these figures sit multiple times above the NAAQS annual limits 60 µg/m³ for PM10 and 40 µg/m³ for PM2.5 — underscoring how much distance remains between current conditions and NCAP’s stated goal, even in cities that have technically shown improvement off their own baselines.

Where NCAP is structurally weak

Independent reviewers, including the Centre for Science and Environment, have flagged recurring structural issues rather than one-off execution failures (CSE, “National Clean Air Programme: An Agenda for Reform”):

Monitoring gaps undercut the whole model. With 28 of 130 non-attainment cities still lacking continuous monitoring stations, and a 465-station shortfall in manual monitoring nationally, a meaningful share of NCAP cities are being managed with incomplete or delayed data a problem for a programme whose entire premise is measurable, time-bound targets.

Funding doesn’t match the source mix. As shown above, the near-total absence of industry- and fuel-transition-specific funding, against a backdrop of industrial emissions studies suggesting a double-digit percentage contribution in many cities, suggests a mismatch between where the money goes and where a meaningful share of the pollution originates.

Airshed-level pollution needs airshed-level coordination. NCAP is structured around individual cities, but pollution as this site’s own explainer on industrial emissions and smog shows routinely crosses city and even state boundaries once converted into secondary particulate matter. City-by-city targets can be met locally while the surrounding airshed remains polluted, or vice versa.

Seasonal drivers sit partly outside NCAP’s core toolkit. Factors like agricultural residue burning (see why stubble burning worsens Delhi’s winter air) and winter temperature inversions are addressed only partially through NCAP’s standard action-plan framework, since they require agricultural policy and meteorological coordination that sit outside a purely urban-emissions programme.

What NCAP has gotten right

It would be an incomplete audit to stop at the shortfalls. NCAP represents several genuine firsts for Indian air-quality governance:

  • The first national, time-bound, funded framework targeting multiple cities simultaneously, replacing what had largely been ad hoc, city-specific responses
  • A substantial expansion of air-quality monitoring infrastructure, even accounting for the gaps that remain 90 of 130 cities now have completed source-apportionment studies, a foundational step that simply didn’t exist for most Indian cities a decade ago
  • 51 of 102 monitored cities did achieve the original PM10 target, and a majority showed measurable improvement even where full targets weren’t met real, if partial, progress that predates NCAP-driven interventions
  • A framework that other national programmes including the Commission for Air Quality Management and its GRAP staged-response system for Delhi-NCR now build on and coordinate with, rather than operating in isolation

What “success” would actually look like from here

Based on the gaps identified above, a more effective next phase of NCAP would likely need to combine several shifts at once, rather than any single fix:

  1. Closing the remaining 28-city and 465-station monitoring gaps, since city-level targets are only as credible as the data measuring them
  2. Rebalancing funding toward industrial and fuel-transition measures, proportionate to their actual contribution in each city’s source-apportionment study, rather than defaulting to road-dust control everywhere
  3. Moving toward airshed-level coordination for the Indo-Gangetic Plain specifically, given how much pollution crosses city and state lines in that region
  4. Tighter integration with agricultural policy on residue burning, given its outsized, concentrated seasonal impact on winter PM2.5 in the exact cities NCAP is trying hardest to help

For individual businesses and facility operators in NCAP non-attainment cities, the practical takeaway is that local emission-control compliance from DG set emission norms to RECD retrofits sits inside this larger national framework, not apart from it. Every certified retrofit or compliant fuel switch is a small, verifiable contribution to the same PM10/PM2.5 reduction NCAP is tracking city-wide.

NCAP aims to lower the baseline; GRAP manages acute spikes on top of whatever that baseline is.
